Riviera Beach apartment project advances amid calls for more workforce housing

Related Urban, along with BH Group and Tezral Partners, has received initial approval to develop a 418-unit apartment complex in Riviera Beach. The project, named Gallery at Marina Village, will feature two 20-story towers on city-owned land and is now moving forward to the Riviera Beach City Council for a final decision.

The proposed development would be built on a 2.45-acre site bordered by Broadway, East 12th Street, Avenue C, and West 13th Street. It is set to include 190 two-bedroom units, 152 one-bedrooms, 38 three-bedrooms, and 38 studios. The plan also calls for about 3,000 square feet each of retail and office space. Residents would have access to amenities such as an 1,800-square-foot fitness center, an equally sized coworking area, and a ground floor pool deck.

A nine-level parking garage with 652 spaces is planned for the site—about a quarter fewer than what city code typically requires.

During Thursday’s planning and zoning board meeting where the project was approved, board members recommended that workforce housing be added to the development mix. While the current design targets market-rate renters with expected monthly rents between $2,500 and $4,000, Related Urban president Albert Milo addressed concerns about affordability.

“That doesn’t mean a workforce person can’t reside in the Gallery at Marina Village, but the market will dictate what the rents will be,” Milo told the board.

Board vice chair Frank Fernandez urged that some units be designated as workforce housing. Milo responded that he had no objections because these units are only required to be affordable for households earning up to 120 percent of area median income—a figure currently around $98,000 per year in Palm Beach County and projected to rise to $108,000 in May.

The development site sits next to Residences at Marina Village—an eight-story project with affordable and workforce housing also developed by Related Urban and Tezral Partners—which is nearing completion.

Both projects are part of Riviera Beach’s broader Marina Village Master Plan from 2013 aimed at driving economic growth across approximately 90 acres of waterfront property owned by the city or its redevelopment agency. This plan includes residential developments alongside amenities like a marina and event space with outdoor dining options.

Related Urban’s proposal is one of three bids submitted for building on roughly twelve acres near the waterfront as outlined in the master plan. Competing proposals include Forest Development’s concept featuring a convention center exceeding 320,000 square feet along with hotel rooms and condos; another from Sonnenblick Development envisions a mixed-use project anchored by a Margaritaville Hotel plus residential units.
