Developers secure approval for Blue Park rental complex in Hallandale Beach

Developers Bryan Cohen and Jonathan Cohen have received approval from the Hallandale Beach City Commission to move forward with Blue Park, a planned eight-story rental complex with 173 units. The project site is located two blocks west of Gulfstream Park racetrack and casino, on Southeast Eighth Street and Ninth Street.

On Tuesday, city commissioners unanimously approved the site plan for Blue Park and finalized rezoning for one of four parcels making up the 1.5-acre development site. The Cohens acquired the land through their company, Blue Park LLC, last year for $5.4 million, according to state and county records. The addresses involved are 216, 220, and 228 Southeast Eighth Street as well as 221 Southeast Ninth Street.

Construction is expected to begin in the second quarter of 2026. “The market-rate monthly rents at Blue Park would start at $1,950 for a studio apartment,” Bryan Cohen said.

Blue Park will consist of two eight-story buildings connected by a parking garage topped with a swimming pool. The apartments will include studios, one-bedroom and two-bedroom units with various floor plans such as dens, lanai-style apartments, and townhouses. Of the total units, 28 will be set aside as rent-restricted affordable housing for those earning up to 140 percent of the area median income.

Nearby, Kadima Developers is preparing to break ground in October on Seven Park—a separate eight-story condominium project at 218-220 Southeast Seventh Street—with prices starting at $375,000 for its 121 units. Alejandro Chaberman and Joseph Melul are co-founders of Kadima Developers; Fortune Development Sales will handle sales and marketing for Seven Park’s residential offerings. The mixed-use property will also feature four retail spaces on its ground floor.

Bryan Cohen noted that he and his brother retained Chaberman as a consultant for their Blue Park development. Chaberman is also known as co-founder of Grupo Eco, which developed Atlantic Village—another mixed-use property in Hallandale Beach that includes restaurants, retail stores, and office space over three blocks near Federal Highway between Northeast 6th Street and Atlantic Shores Boulevard.
